The head of Buryatia proposed to cancel direct elections for the mayor of Ulan-Ude - Kommersant

The head of Buryatia, Alexey Tsydenov, introduced the People’s Khural (parliament) of the republic bill on the abolition of direct elections in Ulan-Ude. He proposed switching to a competitive system, in which the head is chosen by deputies.

The explanatory note states that 17 out of 23 municipalities of Buryatia switched to a system of electing heads by competition and this model “has shown its viability and effectiveness.” He explained the proposal by the need for “effective exercise of official powers by self-government bodies,” as well as “the financial component of the issue.”

The elections for the mayor of Ulan-Ude were already canceled in 2011, and resumed in 2015. In 2019, Igor Shutenkov (candidate from United Russia) won the mayoral elections. In Buryatia, direct elections are also held in Kabansky, Bichursky, Selenginsky, Kyakhtinsky and Okinsky districts.
