The government has made changes to the “Regulations on Military Registration” – now citizens serving a sentence of imprisonment are subject to registration, which will be carried out by military registration and enlistment offices at the location of correctional colonies (IK) and pre-trial detention centers (SIZO). According to the government decree, registration for special military registration will be carried out by commissariats without personal appearance, medical examination and psychological selection. Correctional institutions will provide lists of citizens to military registration and enlistment offices as they are received, transferred or released.
In September 2023, the Ministry of Defense suggested oblige prisoners serving their sentences in places of deprivation of liberty to register with the military. In the draft document proposed by the department, a subclause was excluded from the “Regulations on Military Registration”, according to which citizens serving a sentence of imprisonment are not subject to military registration. In October 2022, the State Duma in the third reading accepted a bill allowing the mobilization of citizens with outstanding convictions for certain serious crimes.
