The Russian government proposed to increase the state duty for issuing a foreign passport by 20% (from 5 thousand to 6 thousand rubles) from January 1, 2024. Corresponding amendments to the Tax Code entered Cabinet of Ministers to the State Duma.

Amendments to increase the state duty for issuing a foreign passport are included in the budget package of bills approved by parliamentarians in the first reading on October 26. The whole package is on second reading planned review November 16th.

The government also proposed increasing the fee for issuing a new generation international passport to children under the age of 14 – increasing from 2.5 thousand to 3 thousand rubles. The amount of the fee for issuing a residence permit to a foreigner may increase from 5 thousand to 6 thousand rubles, and the fee for issuing a temporary residence permit in the Russian Federation to a foreigner is proposed to be raised from 1,600 rubles. up to 1,920 rub.

The government notes that increasing duties will increase the revenue side of the federal budget.

In September, the Russian Foreign Ministry offered index fees for consular services provided to Russians at Russian diplomatic missions abroad, including for issuing a foreign passport. If the draft resolution of the Russian government developed by the Ministry of Foreign Affairs is approved, the cost of issuing a regular international passport will increase from $30 to $35, and a biometric one – from $80 to $90. In addition to the increased cost of obtaining a foreign passport offered to double the price of filing an application to renounce Russian citizenship – from $65 to $130.
