The Russian government has developed a concept for regulating the quantum communications industry for the next six and a half years. Prime Minister Mikhail Mishustin said that such technologies are necessary to create reliable communication networks and to ensure the secure transmission of sensitive information.
Quantum communications is a technology for ultra-secure data transmission over long distances by encrypting keys in quantum particles.
“As part of the concept, it is necessary to form a high-quality regulatory framework for this area and conditions for a phased transition to new methods of information protection and the introduction of modern solutions,” the prime minister said at the meeting government.
Dmitry Chernyshenko, Deputy Prime Minister of the Russian Federation in charge of the digital economy, said that the concept was developed ten months ahead of schedule in cooperation with Russian Railways and Rosatom.
To date, a pilot participant in the Moscow-St. Petersburg backbone quantum network and the Moscow-Nizhny Novgorod segment has been created in Russia. The total length of the quantum network in the Russian Federation is 1147 km. Until the end of 2023, it is planned to build sections to Kazan, Voronezh and Rostov-on-Don with a total length of 1.4 thousand km.
The government also plans to create lines within the interuniversity quantum network: Moscow State University, ITMO, MISiS, Lobachevsky University (Nizhny Novgorod) have joined the project. Among potential consumers, Dmitry Chernyshenko pointed to the largest banks, mobile operators and “other market participants”.
At the meeting, it was repeatedly mentioned that the development of quantum communications was called a priority by President Vladimir Putin.
