The government did not support the termination of criminal cases against NVO volunteers

The Russian Government Commission on Legislative Activities did not support the bill on exemption from criminal liability of volunteers of the special military operation in Ukraine. TASS referring to the response of the government, reports that among the reasons is the lack of a mechanism for compensating for damage caused by a crime.
In addition, the government commission pointed out that entrusting the prosecutor with the authority to terminate a criminal case, described in the bill, is contrary to the Criminal Code of the Russian Federation. The commission also believes that the proposed initiative does not provide for procedural consequences if the volunteer, against whom the criminal case is terminated, does not fulfill the contract for military service.
The bill was submitted to the State Duma on April 4 by the Legislative Assembly of the Chelyabinsk Region. He assumes that the prosecutor, as well as the investigator and the interrogating officer, with his permission, can stop the criminal case for committing a crime of small or medium gravity, if the person involved in the case decided to serve in a volunteer military formation.
On June 24, Russian President Vladimir Putin signed a law allowing, in some cases, to exempt from criminal liability those who entered into a contract for military service during the period of mobilization or martial law.
