The government commission on legislative activity did not support the bill on deferment from mobilization for individual entrepreneurs (IEs), sole participants in LLCs, as well as heads of peasant farms, reports Vedomosti. The New People party, which prepared the draft law, promised to seek its adoption anyway.
According to sources of the publication, the meeting of the commission was held on May 22. Her response says that there are already “multiple grounds” for granting a deferment, and “reserved” citizens also receive a deferral. In this regard, the government considered that the initiative was “excessive”.
The bill was introduced in January. It involves the provision of a deferment from the mobilization of individual entrepreneurs, the only participants in an LLC, in whose labor state there are five or more people who do not have wage arrears, taxes and other obligatory payments.
The New People have not yet received a response from the government, the co-author of the bill, the first deputy head of the faction, Vladislav Davankov, told Vedomosti. “If the response is really like that, we will still seek consideration and adoption of our bill,” he promised.
President Vladimir Putin announced a partial mobilization by his decree on September 21, 2022. On October 31, he announced its completion, were mobilized 318 thousand people. Mr. Putin did not sign a separate decree on the abolition of mobilization. The Kremlin repeatedly deniedthat there will be a second wave of mobilization. In April, the State Duma approved a law on a unified register of persons liable for military service, equating electronic summonses to paper ones. It is assumed that from the date of receipt of the summons (both in electronic and paper form), a ban on leaving Russia for the recipient is introduced.
