The government commission proposed to introduce a fine for breaking silence during the daytime – Kommersant

The government commission for the prevention of crimes, chaired by Interior Minister Vladimir Kolokoltsev, proposed introducing a fine for disturbing the peace and quiet of citizens during the daytime. The initiative was announced in April, according to “News”. The commission includes the first deputies of the heads of the Ministry of Internal Affairs, the Ministry of Health, the Ministry of Justice, the Ministry of Labor, the Ministry of Defense, the deputy head of the Federal Tax Service, the Federal Penitentiary Service and other departments.

The commission reported that in 2022, 95.8 thousand protocols were drawn up for violating peace and quiet, according to which citizens paid fines in the amount of 78.3 million rubles. However, the commission noted that not all regions have concluded agreements on the transfer of authority to the security forces to draw up protocols on administrative violations. Because of this, “the process of bringing to justice for violating peace and quiet is complicated,” which “leads to justified complaints from citizens about the inaction of law enforcement agencies and authorities.”

In this regard, the government commission proposes to discuss the possibility of enshrining in the regional legislation a norm providing for responsibility for violating the peace and quiet of citizens during the daytime. “The issue of establishing administrative responsibility for violating the peace and quiet of citizens in residential premises during the daytime is topical,” the decision of the government commission says.

Now the ban on repair work in the daytime from 13:00 to 15:00 is in effect in Moscow, but this restriction does not apply to new buildings. In 2022, the same measure wanted to introduce authorities of Tatarstan, but no decision was made.
