The government approved an increase in the minimum number of calls for convicted prisoners

The Government Commission on Legislative Activities supported the Ministry of Justice’s bill to increase the minimum number of telephone calls for convicted prisoners. The document also provides for additional visits with children for those in pre-trial detention centers.

According to current legislation, correctional facility administrations, in the absence of technical capabilities, can limit the number of calls to six per year. The Ministry of Justice proposes to increase the number to 12. According to Art. 92 of the Criminal Executive Code, the duration of telephone conversations cannot exceed 15 minutes, calls are paid for by convicted persons or their relatives. The right to make calls may be limited to convicts who are in strict conditions of serving a sentence and serving a penalty in punishment or disciplinary isolation wards, cell-type premises, single cell-type premises and solitary confinement.
Relief on visits is proposed to be introduced for women with children under 14 years of age and men who are the only parent of such a child. They are supposed to be allowed three visits a year instead of two.
