The government allowed the Ministry of Defense to request up-to-date data on the registration of citizens

The Ministry of Defense and the Ministry of Digital Development are included in the list of recipients of information from the Unified Population Register. According to decree Government No. 2347 of December 20, these departments will be able to receive passport data of citizens, information about registration addresses and whether they have children. The Ministry of Defense needs this information for military registration.

The unified register was created in 2020. It collects information about the inhabitants of Russia – both citizens and foreigners – from various departments. It contains both basic information about individuals (last name, first name, patronymic, date and place of birth and death, gender, details of the civil status record of birth and death, SNILS, TIN), and additional information (marital status, family ties).

State bodies have access to the register as part of their competence. That is, the Ministry of Education and Science can view data related to education, but is unable to view data on health insurance.

According to official statements by the Ministry of Defense, Russia’s mobilization resource is 25 million people. As part of the partial mobilization, 300 thousand people were called up.

In November, Russian President Vladimir Putin instructed to create by April 2024 a centralized database of military records. It will store information about Russians registered with the military, except for reserve officers of the FSB and SVR, as well as citizens “not registered, but obliged to be registered with the military and not in the reserve.”

By the same decree, the Ministry of Defense and the Ministry of Digital Transformation were instructed to “ensure the conversion” of data on military servicemen into electronic digital form by December 30. Now the personal files of those liable for military service are stored in military registration and enlistment offices in paper form and often contain outdated and irrelevant information. In addition, each military registration and enlistment office forms databases independently.

Speaking on December 21 at an expanded meeting of the board of the Ministry of Defense, the president said that “the partial mobilization carried out revealed certain problems that should be promptly addressed.” The President stressed that the system of military commissariats needs to be modernized and the databases to be digitized.
