The Federal Security Service has developed a new procedure for making decisions on suppressing the activities of unmanned vehicles and systems. Draft order on approval of the procedure was submitted for discussion on the portal of draft regulatory legal acts.
The document is planned to be adopted to replace the previous one, which has been in force since 2020. Its main difference is that the document applies to unmanned aerial, underwater and surface vessels and vehicles, unmanned vehicles and other automated unmanned systems, while the current document deals only with aircraft.
The sequence of actions when detecting a drone has also been changed. Now, in the event of a potential threat from him, the remote control signals of this device should be suppressed or converted. In the event of a real threat, there are two options: suppress or convert the control signal, or destroy the ship. The procedure under discussion prescribes stopping the activity of an unmanned vehicle immediately only if the delay creates an immediate danger to the life and health of the protected, state security officers, officials and ordinary citizens. In other cases, the employee who discovered the drone must report it on command, after which the authorized person makes a decision to suppress the drone’s activities. The choice of methods of suppression is made taking into account the developing operational situation, the nature and degree of danger of the possible consequences of the operation of unmanned aerial vehicles, as well as the technical capabilities to suppress them.
