The Federation Council has developed a bill on the participation of convicts in hostilities

Senators of the Federation Council have developed a bill according to which convicted military personnel and civilians will have the opportunity to participate in hostilities, reports TASS with a link to the document. In addition, they can be released from punishment if they “show courage and heroism” and thereby “prove their correction.” The bill will affect convicts who have committed crimes of small and medium gravity.

“The bill provides for the addition of Article 82.2 of the Criminal Code of the Russian Federation, which provides for the possibility of granting in wartime, during the period of mobilization, martial law or armed conflict to certain categories of convicts a deferral of execution of punishment in connection with sending them to participate in hostilities,” follows from the explanatory materials.

As one of the authors of the document clarified, Crimean Senator Olga Kovitidi in her Telegram-channel, the bill does not apply to those convicted of conscription or participation in mass riots, violation of the rules for holding rallies, public actions to discredit the Russian army, propaganda of Nazi symbols, calls for sanctions against the Russian Federation, as well as those who disseminate false information about armed Russian forces.

September 30 Parliament of Bashkiria introduced to the State Duma a bill on the participation of convicts in hostilities. Prior to this, the Internet was published video in which the creator of Wagner PMC Yevgeny Prigozhin recruits prisoners from one of the Russian colonies to participate in hostilities in Ukraine. According to him, after six months of participation in the military operation, the convicts will be pardoned. Members of the Human Rights Council asked Prosecutor General to check the video, noting that according to the laws of the Russian Federation, only the president can pardon.
