The Constitutional Committee of the Federation Council gave a negative review to the bill prohibiting the sale of weapons to persons with Russian citizenship for less than 5 years. This was reported by committee member Nikolai Vladimirov.
The committee’s response states that the bill does not take into account the constitutional principle of equality of all before the law. “Consequently, the rights and legitimate interests of a certain category of citizens (for example, those living in the territories of new constituent entities of the Russian Federation) are unreasonably limited,” Nikolai Vladimirov said in Telegram.
The bill proposes to amend the law “On Weapons” by prohibiting persons with citizenship of less than 5 years from purchasing civilian firearms of limited destruction, hunting weapons, as well as self-defense firearms.
According to statistics from the Ministry of Internal Affairs, the crime rate under certain headings is growing in Russia – over the nine months of 2022, the number of crimes using weapons increased by almost 30%.
