Senators of the Federation Council approved the law on the humanization of the penitentiary system. In particular, it involves the improvement of living conditions for citizens sentenced to forced labor. In addition, the law increases from 1.5 thousand rubles. up to 3 thousand rubles the amount of funds that convicts can use to buy food and basic necessities.
The conclusion of the profile committee on constitutional legislation and state building states that the adoption of the law “will expand the level of guarantees for convicts and persons suspected and accused of committing crimes,” reports TASS. Corresponding bill was submitted by the government on 1 February. On May 23, the State Duma adopted it in the third reading.
The text of the law speaks of increasing from three to four years the age of a child who is allowed to stay with his mother in a pre-trial detention center or in a children’s home of a correctional institution. The Ministry of Justice argued that such changes would help preserve the family ties of convicted women and their children.
According to the text of the law, those sentenced to forced labor can live both in special dormitories and in mobile buildings and structures that meet the requirements of the law. The established norm for the area of the premises is not less than 5 square meters. m (previously – at least 4 sq. m). The law also provides for the participation of the disciplinary commission when taking measures to punish convicts and transferring them from one serving condition to another.

It involves the humanization of criminal practice in relation to persons who have committed crimes of small and medium gravity for the first time.
