The Federation Council approved a law banning gender reassignment, reports TASS. Amendments are being made to Law 323-FZ “On the Fundamentals of Protecting the Health of Citizens of the Russian Federation”. As an exception, the law provides for cases when a sex change is necessary for the treatment of congenital anomalies, genetic and endocrine diseases in children.

According to the law, a ban is introduced on surgical intervention and hormonal therapy. It is forbidden to change gender in documents – a citizen’s passport will be considered invalid 90 days after such changes are made. Citizens who have already changed their gender will not be able to adopt children, be their guardians and trustees. Marriage in the event of a sex change by one of the partners will also be annulled.

The bill was submitted to the State Duma on May 30, 2023 by a group of deputies from all five factions, headed by Vyacheslav Volodin. July 14 State Duma accepted the law in the third reading, all 386 deputies present voted in favor. According to Kommersant’s information, on the eve of the second reading, lawyers and doctors said that the amendments violate the right to life and medical care. Deputy Head of the Ministry of Health Yevgenia Kotova at a meeting of the Federation Council Committee on Social Policy yesterday, July 18, statedthat the law “does not violate the constitutional rights of citizens.”

The State Duma also adopted a resolution prepared by the Duma Committee on Health, recommending that the government recognize disorders of sexual preference, including transsexualism, transvestism and pedophilia, as diseases. Medical organizations subordinate to the Ministry of Health will have the right to issue a medical opinion on the conformity of sexual characteristics to a certain sex.

Formerly Vyacheslav Volodin saidthat the bill to ban gender reassignment was developed in order to save the country from the “diabolical policy” of the United States, where “these new pseudo-values ​​are promoted.” The adoption of the law is also associated with more frequent cases when a certificate of gender reassignment is presented in order to evade military service. According to the Ministry of Internal Affairs, cited in the text of the initiative, 142 people applied for a passport replacement on the basis of “sex change” in 2016, and already 996 in 2022.
