The Federation Council approved a law exempting from criminal liability convicts who have committed crimes of small and medium gravity. The law applies to those who have entered into a contract for military service during the period of mobilization, martial law or wartime.
As noted in the constitutional committee of the Federation Council, the law does not apply to future crimes, but only to those who are now under investigation or convicted. The norm does not apply to those convicted of incitement to extremism, terrorist activities, pedophilia and a number of other articles of the Criminal Code.
It is assumed that exemption from liability and the repayment of a criminal record will be possible in the event of receiving a state award or dismissal from military service on separate grounds. Citizens who managed to serve their sentences or were released on parole, under the same conditions, can apply for the repayment of a criminal record. Control over the behavior of such mobilized and contract soldiers will have to be carried out by the command of military units.
Initiative was developed a group of parliamentarians headed by the chairmen of the committees of the State Duma and the Federation Council on state construction Pavel Krasheninnikov and Andrey Klishas. Yesterday, June 20, the law was accepted State Duma in the third, final reading. According to Mr. Klishas, to qualify for exemption from criminal prosecution may “tens of thousands” of people.
