The Federal Air Transport Agency has canceled the pilot certificates of pilots Arkady Grachev and Dmitry Belyakov, who flew the Falcon 10 business jet that crashed in the mountains of Afghanistan, Izvestia reports, citing sources in the Ministry of Transport. The State Aviation Inspectorate revealed the fact that both pilots provided false information about themselves.
What’s behind this? Is it really that easy to fake a pilot’s license? We talked about this with a member of the Public Council of Rostransnadzor, Honored Pilot of the USSR Oleg Smirnov.
“A lot of mistakes and absurd actions on the part of the crew were immediately visible,” says Oleg Smirnov, who has 40 years of flying experience behind him, and even being the Deputy Minister of Civil Aviation of the USSR, remained an active pilot. — How, for example, did they end up in Afghanistan, while there was no application from them to cross the airspace of this country? According to international aviation rules, Afghanistan had the right to shoot down their plane with a missile. Because it is unknown what kind of device it is flying and what it has on board.
As the expert says, there is a certain order for the plane to fly. Before takeoff, a flight plan is provided.
— It indicates the aircraft, its number, speed, altitude, territory of countries of flight, cities of flight. Because there radio equipment is being configured in order to help this board. It must be said that the Afghans performed their best in this case. We mobilized our forces and resources and, in the most difficult conditions, in the mountains, saved the lives of four people.
Oleg Smirnov asked the commission that is investigating the disaster to consider the level of training of the crew. Where did they study, where did they train, on what simulators, on what planes, where did they take tests? And are they licensed to carry out this type of flight?
– Why did I immediately become wary? “Schoolchildren” sat at the helm; one had over 2,000 flight hours, the other less than a thousand hours. These guys are “young” not by age, but by experience. And they were allowed to carry out such a difficult flight. Firstly, the route was quite long. Secondly, they had to cross the borders of five states. Two intermediate landings were planned, since the maximum flight range of the Falcon 10 is three thousand kilometers. And the route was very difficult, through the highest mountains in the world. There are always many phenomena observed there for which you need to be prepared and trained. These include powerful updrafts, thunderstorms, and precipitation in the form of snow and ice.
Also, according to Oleg Smirnov, the commission will now consider the question of how the Falcon 10’s airworthiness was maintained in such a small company, which has only one aircraft? While due to sanctions, the supply of spare parts and mechanisms for Western aircraft is limited.
“This is not an easy job that requires the highest class of specialists – engineers and technicians. An old plane is not the cause of the crash, but this Falcon 10 was already 40 years old.
As it turned out, the training program for this business jet at the American center Flight Safety International was not approved by the Federal Air Transport Agency at all.
— Each training organization must be certified and recognized by the Federal Air Transport Agency. And appear not only in official documents, but also in the public domain on the Internet. For example, if someone wants to retrain for a certain type of aircraft, he goes to the Internet and looks for organizations that have been certified by the Federal Air Transport Agency for retraining. There can be dozens of them, and they can be located in different countries, including Russia. If this training center is on the lists approved by the Russian Civil Aviation Administration, then they have the right to retrain. If he is not on the list, then no one has any right to retrain in this organization. This is all illegitimate.
— If the Flight Safety International training center was not approved by the Federal Air Transport Agency, how were Arkady Grachev and Dmitry Belyakov issued private pilot certificates with a Falcon 10 qualification mark?
“This is one of the questions that the created commission must answer. A pilot’s license is issued by the country where the person lives. This means that some employee approached the matter formally, did not study the lists of approved educational institutions, and did not check everything properly. In theory, our supervisory organizations, our government inspectors, should have checked their piloting techniques. The commission will now look into this fake.
— What awaits the pilots?
“This airline could be shut down altogether, and the pilots could be held financially liable. And it will be very solid. Since two passengers died in the crash, a criminal case was opened under an article on violation of traffic safety rules and the operation of air transport, which through negligence resulted in the death of two or more persons.
