A draft law has been submitted to the State Duma, enabling Russians with dependents of three or more minor children to conclude a contract on staying in the mobilization human reserve.
The project involves amending the laws “On mobilization training and mobilization in the Russian Federation” and “On military duty and military service.”
On the other hand, he introduces an additional basis for exclusion of a citizen from the reserve when the number of minor children dependent on him changes, “if such a change is a basis for deferring from conscription for military service for mobilization and (or) a basis for exemption from conscription for military fees”
The authors of the bill emphasize that some parents with many children may want to become reservists, but the current legislation does not allow this. It is they who are called to “help” the bill.
Indeed, since 2015 in Russia there has been a so-called. “mobilization manpower” of civilians who voluntarily entered into a contract. In peacetime, they participate in classes and training camps, and when mobilized, they independently arrive at their military unit.
The reservists are entitled to percentage bonuses to the salary for work, depending on the rank and region, and a number of other cash payments. All this, of course, in peacetime. Mobilization, as has been repeatedly emphasized, is not going to be carried out now.
Military expert Vasily Dandykin emphasizes that humanly it would be necessary to form a mobilization reserve, of course, not at the expense of fathers with many children. Such parents should raise their children at home. Perhaps it would make sense to create in the country really some class like the Cossack, or, for example, the “non-military” of the 1920s. So that not just poor people with many children are drawn to modest cash payments, but whole generations of people would grow up with a certain attitude, a readiness to be the first to come to the aid of the regular army, and in peacetime to go through real training camps with full dedication of strength. And already this romance would be supported by a full-fledged ruble. But this conversation is not for one day.
