President Vladimir Putin, at a conference within the framework of the 20th meeting of the Valdai International Discussion Club, answered the question whether Russia has found a way to control private military companies. Vladimir Putin recalled that there are no PMCs in Russia because there is no corresponding law. According to the president, the Wagner Group’s experience as a PMC was “clumsy.”
The President also noted that government funding for the Wagner group came in the form of cash, which made it difficult to control these payments. Vladimir Putin said that this was his fault.
According to Mr. Putin, several thousand Wagner fighters have signed a contract with the Ministry of Defense and will participate in hostilities on the territory of Ukraine. He did not name the exact number of signed contracts.
On October 4, the chairman of the Defenders of the Fatherland Foundation, Anna Tsivileva, stated TASS, that a specialized commission has been created under the Ministry of Defense, which will issue certificates of participants in a military operation to fighters of the Wagner PMC. According to her, the fund has already submitted 7.7 thousand applications for certificates of SVO participants to the commission for processing.
July 13, the President in the corridors of the World Trade Center (WTC) explained Kommersant special correspondent Andrei Kolesnikov that the Wagner group exists, but the PMC does not. According to him, legal confirmation of the existence of the Wagner PMC is a “difficult issue” that should be dealt with in the State Duma.
On June 23, the founder of the PMC, Yevgeny Prigozhin, accused the Ministry of Defense of attacks on Wagner positions and said that the fighters were going to Moscow to “sort things out.” On the night of June 24, mercenaries occupied the headquarters of the Southern Military District in the center of Rostov-on-Don. The Wagner fighters returned to the field camps after negotiations between Mr. Prigozhin and the President of Belarus Alexander Lukashenko. After the mutiny, PMC fighters retreated to Belarus and even conducted joint exercises with the Belarusian military.
On August 23, a private plane Embraer Legacy 600 crashed in the Tver region, carrying Evgeniy Prigozhin. All ten people on board died.
