Russian President Vladimir Putin, at a plenary session of the Valdai Discussion Club, responded to the Chairman of the European Council, Charles Michel, who said that Russia “betrayed” the Armenian people.
“You know, our people say: “Whose mare would moo, but yours would be silent.” Cow, mare – it doesn’t matter. “An animal, in short, some kind of animal,” Putin commented on his words.
Russia offered Armenia to retain two regions of Nagorno-Karabakh, Putin specified, and give five to Azerbaijan. “And thus preserve the territorial connection between Armenia and Karabakh,” he said, clarifying that “Karabakh friends” said that this would create threats for them.
On September 19, Azerbaijan announced the start of “anti-terrorist measures.” The next day, Karabakh authorities announced the conclusion of agreements on a complete ceasefire. On September 28, the president of the unrecognized republic, Samvel Shahramanyan, signed a decree on the termination of its existence from January 1, 2024 and the dissolution of all government institutions and organizations.
