The election monitoring headquarters in Moscow spoke about the features of remote voting

In the capital, preparations for the presidential elections in Russia have entered their final stage, which are getting closer – they will start this Friday, March 15, at 8.00, and they will last until 20.00 on March 17. The readiness of all services, organizers and observers involved in this process was discussed at the final meeting of the public headquarters for monitoring the elections in Moscow. Separately, its participants reviewed the results of the formation of the corps of observers and the progress of their training, and also set a date for the ceremony of sharing the decryption key for remote electronic voting (DEG) – this guarantees the reliability, fairness and anonymity of the elections.

The key for Moscow as a subject of the Russian Federation in recent years has been transparency and openness of elections held at different levels. And even more so, the responsibility of the organizers increases when it comes to the elections of the President of Russia, on the results of which the future of our state depends. As Olga Kirillova, chairman of the Moscow City Election Commission, noted, “The Central Election Commission sets its main task to make elections as transparent and objective as possible, and we, at our level, also strive for this.”

Such fair and transparent elections are based on monitoring the voting process and a detailed analysis of all controversial situations during the voting process. In preparation for the upcoming grand event, special attention was paid to the training of observers and video observers. The head of the public election monitoring headquarters, Vadim Kovalev, said that the corps of observers of the Moscow Civic Chamber has been formed, and all observers, regardless of their experience, have been trained.

He emphasized that Moscow became the first region in the country to use video surveillance. Video observers, who have also undergone appropriate training, will work in shifts, meaning they will be able to monitor all polling stations in the capital around the clock. During the training, teachers discussed with students the types of possible violations and technical problems that may arise during voting, and specifically focused on the features of observation at night.

Let us emphasize once again that you can vote for the future of Russia online or at a polling station. As previous experience of such campaigns shows, more and more Muscovites are choosing remote electronic voting, because its advantages are undeniable: you can choose any time and date from 08.00 March 15 to 20.00 March 17, you can be not in Moscow, but, for example, outside the city or in another Russian region. This is especially convenient for those voters who, for example, work during polling hours and find it difficult to find time during the day. Practice shows that after the DEG option appeared, Muscovites vote most actively at night. Not to mention that DEG is indispensable for those who are tired after work, who are sick, who are caring for a child, etc.

Earlier, at a meeting of the headquarters, the head of the department for improving territorial management and developing smart projects of the Moscow government, Artem Kostyrko, assured that although voting in the presidential elections of the Russian Federation is “an event unprecedented in popularity and scale,” electronic city systems were initially created precisely for such a high load that has already been tested by Muscovites several times. According to him, “the system has secured itself.” The public headquarters hopes that since the DEG will be extended over time and voting will be possible both at night and during the day, there will be no unexpected load on the city electronic system.

At the same time, the services still expect that the main influx, as the practice of past years shows, will fall in the first hours. For example, in the last Moscow mayoral election in September, more than half a million people voted online in the first hours. Therefore, the headquarters urged Muscovites not to vote in the very first hours, as soon as such an opportunity opens. By the way, a total of 3.3 million Muscovites took part in the DEG last September.

At the final meeting of the headquarters, the date for the ceremony of sharing the decryption key of the DEG was also approved – March 14. Why “key sharing” is needed, Artem Kostyrko again explained. At this point there is a guarantee that elections with the help of the DEG will be held fairly and reliably. According to Kostyrko, “key separation ensures that no one will be able to find out the results of online voting until all the keys are connected, that is, it actually guarantees the security and anonymity of this type of voting.” He also explained that the key will be divided into five parts, each of which is recorded on external media, which, in turn, is placed in a safe package and transferred to the key custodians.

The public headquarters emphasized that the DEG is an additional opportunity to make your choice. Online voting will be available via the direct link https://elec.mos.ru. Election officials remind you that you do not need to register in advance to vote online. It is available to everyone who has permanent registration in Moscow and a full account on mos.ru (if a person does not have one, they need to create one in advance).

Of course, many voters – especially the elderly, and not only – will traditionally want to visit a polling station where they can vote either using a paper ballot or, in a modern way, on an electronic terminal. Let us remind you that on March 15–17, polling stations will be waiting for voters on each of three days from 08.00 to 20.00. Citizens who have permanent registration in Moscow, as well as residents of other regions who have submitted an application to be assigned to one of the polling stations, will be able to vote there; such applications were accepted until March 11.
