The economist assessed the possibility of writing off loans from the parents of those who died in the NWO

“The guarantee should not depend on the amount – a thousand rubles or 10 million”

Today, April 13, it became known that the State Duma in the first reading supported a bill on writing off loans of a deceased or disabled participant in a special operation from his co-borrowers-parents or adoptive parents. “MK” learned the details first hand – from one of the authors of the bill, the first deputy chairman of the State Duma Committee on Education, Yana Lantratova, and also asked economists to evaluate how realistic this is and what the write-off mechanism could be.

– This is a draft law of our parliamentary working group on NWO issues. Now the benefit is only for the wife of a serviceman and his children, – Yana Lantratova explained to MK. – for the parents of a fighter, who are no less close relatives, such a benefit is not provided. However, there are cases when, according to the terms of the loan agreement, they, along with the borrower, are liable to the bank for repaying the loan. If, God forbid, something happens, we cannot allow them to be required to repay the loan when people have such a tragedy … Especially since we are talking about people of retirement age most often.

“MK” asked Georgy Ostapkovich, a well-known economist, director of the HSE Center for Business Research, to comment on this bill and make suggestions about a possible mechanism for writing off loans:

– The peculiarity of this situation is that it is not the state that gives a loan, but a specific bank. And the whole question is how the bank will feel in financial terms, which loses the money it owes. But, on the other hand, given all the force majeure associated with the NWO, in my opinion, to a certain extent this is a reasonable initiative.

In the end, even if the bank loses liquidity on these payments, the state should help it, because this is a state matter. Still, the state bears a certain responsibility in this situation.

The next step is to see how the situation unfolds. If the burden on the bank is within reasonable limits, and, conditionally, it falls on the bank’s reserves, then most likely the credit institution will deal with the problem itself. If not, then the state will have to support the liquidity of the bank, provide it with financial assistance.

It is unlikely that holders of one bank will fall into such a situation. This is unlikely, since loans are taken from various banks. At the same time, large state-owned banks, I am sure, will withstand any write-off of these loans. But even if difficulties arise, then, in essence, these are also state-owned banks, and the state will always help them.

If we take small banks in the regions, then, I think, they will certainly have to turn to the state for help, so that they are either fully or partially compensated for these amounts. Hopefully it won’t be such a big deal.

We still position ourselves as a socially oriented state, we have this written down in the Constitution. And what situation can be more socially oriented than the situation associated with the support of relatives of our servicemen participating in the NWO? All civilized countries during force majeure circumstances associated with hostilities assume such obligations.

– In your opinion, can any restrictions be introduced on the amount of loans written off?

– In no case. If you make such a decision, God forbid quota payments. This can lead to various corruption schemes appearing. If you say: yes, we guarantee you a write-off, then a full write-off, regardless of the loan amount, is it a thousand rubles or 10 million. That is, the decision must be unambiguous, because it is not economic, but political. And a political decision in such a situation should not discriminate between borrowers.
