At a meeting, the State Duma Committee on Health Protection gave a recommendation to the chamber not to approve the bill on returning to the seasonal transition to summer and winter time.

The initiative was proposed for consideration by the State Duma by a deputy from the Communist Party of the Russian Federation in June 2023. Thus, the deputy proposed to stipulate in the Law “On the Calculation of Time” that for the reasonable use of daylight hours in the country, a seasonal clock change should be added annually “on the last Sunday of March at 02:00 1 hour ahead and on the last Sunday of October at 03:00 1 hour ago.”

The accompanying letter to the document also presents the official conclusion of the Russian Government, which rejects the bill. The Cabinet of Ministers explained that the authors did not provide data on the volumes and sources of funding that would be required to implement the idea.

On July 21, 2014, Head of State Vladimir Putin signed changes to the Law “On the Calculation of Time,” which came into force on October 26 of the same year. According to the document, the capital’s time began to adhere to UTC+3, the number of time zones increased from 9 to 11. As a result, the Russian Federation returned to winter time at 02:00 on October 26, 2014.
