The State Duma approved in the first reading a bill banning “nalivkas” in residential buildings. The chairman of the lower house of parliament, Vyacheslav Volodin, wrote about this in his telegram channel.
He recalled that deputies receive numerous appeals from residents of apartment buildings who “fear for their children and suffer from the noise and disorder caused by visitors to such establishments.”
Volodin noted that during the day they look like shops, and at night they become pseudo-cafes that sell alcoholic beverages, circumventing the law.
“The decision taken today is a response to the request of society,” wrote the Chairman of the State Duma, adding that now the regions will be able to prohibit the sale of alcohol and limit the time of its sale at points located in the MKD and in the surrounding areas.
Previously, Russian constituent entities received the right to set requirements for the minimum area of service halls, as well as prohibit the sale of strong alcohol.
“After the adoption of the law, regional authorities will have all the powers and opportunities to restore order in this area,” Volodin concluded.
Earlier, Speaker of the Federation Council Valentina Matvienko spoke in favor of introducing the bill to the State Duma as soon as possible on the establishment of excise taxes on medical alcohol.
