The draft on banning offensive names of settlements was withdrawn from the State Duma

State Duma deputies from the New People faction Vladislav Davankov and Anton Tkachev recalled bill on the prohibition of the use of names of settlements that are “offensive, derogatory, or degrading to the dignity of residents.” Document was introduced for consideration on October 19, 2023.
From the information on the State Duma website it follows that the bill was withdrawn on February 12. On November 27, it was considered in the first reading. Based on its results, the Duma Committee on Regional Policy and Local Self-Government concluded that the design standards proposed in the document do not comply with a number of existing federal laws.
In the explanatory note to the project, the need for the initiative is explained by the fact that residents of such settlements in different parts of Russia face rude jokes, move or register in another place. In addition, the note states that children born in such settlements are subjected to bullying and insults. Among the settlements with “offensive” names, in particular, the village of Shalava (Yaroslavl region), the village of Durkino (Kirov region), the village of Lokh (Saratov region), as well as Bukhalovo (several villages in the Yaroslavl, Tver and Arkhangelsk regions) are indicated.
