The deputy of the People’s Council recalled that the death penalty was abolished in the DPR

The death penalty in the Donetsk People’s Republic (DPR) was abolished after joining Russia, recalled the deputy of the People’s Council of the DPR Elena Shishkina. According to her, the death sentences passed in the republic before joining the Russian Federation were not carried out. Earlier today, on April 6, the leader of the faction “A Just Russia – For the Truth” Sergei Mironov addressed to the Chairman of the Constitutional Court (CC) of the Russian Federation Valery Zorkin with a proposal to consider the issue of lifting the moratorium on the death penalty.

“From the moment of joining the Russian Federation, the region is subject to legislation that does not contradict the federal one. Therefore, already from October (2022.— “b”) operate on the territory of the republic, and law enforcement agencies are guided by the Criminal and Criminal Procedure Codes of the Russian Federation. There is no such measure as the death penalty in the Code of the Russian Federation. The DPR, having become part of Russia, also does not apply or appoint it, ”the deputy said (quote from TASS).

Sergei Mironov believes that it is necessary to return the death penalty because of “changes in the geopolitical situation, hostile actions of Western countries against the Russian Federation, as well as terrorist attacks and killings of civilians.”

The imposition of death sentences in Russia is prohibited under a 1999 Constitutional Court ruling. October 2, 2022 Constitutional Court of the Russian Federation clarifiedthat the norms of legislation that contradict the Constitution will not be applied in the territories of the Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions that are part of the country.
