The protest against the demolition of the historic mansion on Bolshaya Morskaya in St. Petersburg ended in an incident with a brawl. Oleg Mukhin, a city defender, after an attack by unknown “strong people” was hospitalized with a fracture of the right zygomatic bone and a craniocerebral injury. Later, the head of the Investigative Committee of Russia (TFR), Alexander Bastrykin, instructed to open a criminal case on the demolition of the courtyard outbuildings of the monument-mansion of E. P. Saltykova. However, in Smolny they assured that the demolition of buildings and other works are taking place legally.

On Tuesday morning, activists and city defenders came to picket at the mansion of E. P. Saltykova, built in 1845, located at Bolshaya Morskaya, 51, in St. Petersburg. The building is a cultural heritage site, but this did not stop the owner company from starting the demolition of the outbuildings and the destruction of the building.

The land on which the mansion is located is leased by Severnaya Zemlya Kompaniya LLC (SZK), the founders of which are Euroactive Limited and Transgate Limited.

According to city defenders, the company has offshore companies in Cyprus, which formed the basis for the slogans of the picketers: “Cypriot offshore companies are breaking the St. Petersburg monument here!”

Kommersant contacted a SZK representative at the number indicated in SPARK to clarify the information. However, the representative of the company refused to talk to the correspondent, being rude.

Among the city defenders was Oleg Mukhin, director of the Goloday Cultural and Historical Heritage Preservation Foundation, who is engaged in the preservation of the city’s architectural monuments and actively prevents illegal construction work. The man tried to film the work of construction equipment, but was attacked, as he told Kommersant, by unknown “strong people.”

“First they pushed me into the gateway, and then they threw me on the asphalt,” said Mr. Mukhin. They demanded to give the phone back, but then they pulled it out themselves and deleted the shots taken.”

Then they demanded a receipt from him that he had no claims against the attackers. At the same time, Mr. Mukhin was threatened with the police, allegedly for stealing construction equipment. The city defender claims that after receiving the receipt, the attackers began to argue about his future fate: some insisted that the activist should be released without waiting for the police to arrive, others did not agree. During the dispute, Oleg Mukhin assures, he managed to slip away. After that, he left the territory of the facility and, together with other activists, called the police.

In the emergency room, Mr. Mukhin was diagnosed with a fracture of the right zygomatic bone. Now he is in the hospital, where law enforcement officers came. Police representatives have not yet made statements about the incident, but, according to Kommersant, a criminal case may be opened on the fact of beating.

Two hours after it became known about the beating, employees of the ICR arrived at Bolshaya Morskaya, 51. Construction work has been temporarily suspended until the circumstances are clarified. The head of the TFR, Alexander Bastrykin, instructed to open a criminal case on the demolition of the courtyard outbuildings of the monument-mansion of E. P. Saltykova. According to the department in its Telegram channel, the chairman of the Investigative Committee gave the appropriate instructions and. about. head of the Main Investigative Committee of the TFR in St. Petersburg, Dmitry Ivanov, and ordered to submit an operational report.

The press service of the Committee for State Control, Use and Protection of Historical and Cultural Monuments of Smolny (KGIOP) told Kommersant that the demolition of the outbuildings and construction work were taking place legally.

The department explained that in 2017, KGIOP, based on the results of the state historical and cultural expertise, agreed on a project for the restoration and adaptation of the mansion of E. P. Saltykova for modern use. The project was carried out by Architectural Bureau “Studio 44″ LLC. “The project documentation provides for the repair and restoration of the front wing, including the front rooms, the dismantling of three yard wings due to their emergency condition, followed by the restoration without changing the elevations of the roof ridges, as well as the arrangement of underground parking. The envisaged constructive and engineering solutions do not affect the subject of object protection. In March 2022, KGIOP issued permits for work to preserve the facility and for construction,” the press service of the department said.
