An emergency meeting of the CSTO Collective Security Council at the request of Armenia will be held on September 13. This was announced to journalists by the assistant to the President of Russia Yuri Ushakov.
“We express extreme concern over the aggravation of the situation in certain areas of the Armenian-Azerbaijani border on the night of September 13,” he said. According to Ushakov, on the night of September 12-13, Russian President Vladimir Putin received an urgent call from Armenian Prime Minister Nikol Pashinyan, and they exchanged views on the situation.
“We call on both Azerbaijan and Armenia to show restraint, observe the ceasefire and generally comply with the well-known tripartite statement of the leaders of Russia, Azerbaijan and Armenia of November 2020 and January, November 2021,” Ushakov said.
Russia is in constant close contact with Baku and Yerevan, both diplomatically and militarily, he added. And taking into account what happened on the night of September 12-13, Putin’s conversation with Azerbaijani President Ilham Aliyev will be important, which will pass in Samarkand on the sidelines of the SCO summit on September 16.
The CSTO can play a role in establishing calm on the Armenian-Azerbaijani border, says Ruslan Pukhov, director of the Center for Analysis of Strategies and Technologies. But for this it is necessary to achieve the good will of both sides, which makes it necessary for President Putin to negotiate with both the Prime Minister of Armenia and the President of Azerbaijan, the expert believes.
