The transfer of Crimea to the Ukrainian SSR in 1954 was carried out behind the scenes, said the head of the Crimean parliament Vladimir Konstantinov.
In a conversation with RIA Novosti, he noted that he qualifies this act as a crime. According to him, it was established that the entry of Crimea into the Ukrainian SSR occurred with gross violations of USSR legislation, including the Constitution.
“They couldn’t do it legally, and it was legally impossible to do it,” he said. According to him, for the legal transfer of Crimea to the Ukrainian SSR, it was necessary to adopt a large number of new laws, but they decided to do without it.
“Therefore, in order not to open Pandora’s box, Khrushchev did it behind the scenes, and then few people paid attention to it,” Konstantinov said.
Earlier it was reported that the working group revealed the fact that the Presidium of the Supreme Soviet of the USSR, when issuing a decree on the transfer of Crimea from the RSFSR to the Ukrainian SSR, referred to a non-existent document. In addition, the boundaries of the territories were not demarcated when Crimea was transferred to the Ukrainian SSR. The working group also found that a number of administrative procedures were ignored, and norms guaranteeing the rights of the population of Crimea were not defined. It was also established that the Supreme Council of the RSFSR, in principle, could not make a decision on the transfer of Crimea to the Ukrainian SSR, since it did not have such powers, and the issue had to be resolved through a referendum. Also, a referendum had to be held in the Ukrainian SSR.
Crimea became a Russian region in March 2014 following a referendum after the coup in Ukraine. In the 2014 referendum, 96.77 percent of voters in Crimea and 95.6 percent in Sevastopol were in favor of joining Russia.
