The Communist Party proposed amnesty for convicts who committed crimes through negligence

Deputies from the Communist Party submitted for consideration bill, which involves the amnesty of convicts who committed a crime through negligence or were first brought to justice for intentional crimes of small and medium gravity. Citizens sentenced conditionally can also fall under the decree developed by parliamentarians.
“The decree on amnesty provides for the release from punishment of convicts who committed a crime through negligence, as well as the reduction of their sentence. The amnesty applies to convicts on probation, convicts whose unserved part of the punishment was replaced by a milder form of punishment, and those sentenced to punishments not related to deprivation of liberty, ”the list of persons falling under the draft resolution is given in the explanatory materials.
The deputies proposed an amnesty in honor of the centenary of the formation of the USSR. Among the authors of the initiative: the head of the Communist Party of the Russian Federation Gennady Zyuganov, parliamentarians Ivan Melnikov, Nikolai Kolomeitsev and Nina Ostanina.
The authors of the bill also propose to release from liability those convicted of minor crimes for the first time, provided that the prisoners are either minors or pregnant women (and/or parents of minors and disabled children), or employees of law enforcement and military agencies and combat veterans.
In May 2020, representatives of the Communist Party of the Russian Federation also urged to conduct an amnesty timed to coincide with the 75th anniversary of the Victory. Press Secretary of the President of Russia Dmitry Peskov then stressed that such an initiative was not being discussed in the Kremlin.
