The Communist Party of the Russian Federation proposed to ban the sale of weapons in the absence of military registration data

Introduced to the State Duma bill, proposing to change the list of grounds for refusing to issue licenses to purchase weapons. It is proposed to refuse to issue a license to citizens who have not submitted military registration documents to the federal authorities. In the explanatory note to the draft, the need for amendments is explained by the threat of crimes committed by persons with acquired Russian citizenship. The project was submitted to the State Duma by deputies Mikhail Matveev and Sergei Obukhov (both Communist Party of the Russian Federation).

Amendments are proposed to be made to Art. 13 Federal Law “On Weapons”. According to the draft, it will add grounds for refusal to persons who have not submitted to the authorities documents on military registration at their place of residence or place of stay. Such documents are a passport, a certificate of conscription, or a military ID.

The explanatory note states that such changes should be introduced in order to limit access to firearms for individuals whose actions may threaten public safety. “Currently, the situation is that migrants, immediately after receiving Russian citizenship, apply for a weapons permit without any special restrictions. At the same time, these persons often do not register with the military at their place of residence or place of stay. A fair question arises: why were the weapons needed?” – says the note to the document.

In September 2023, Mr. Matveev already introduced a similar bill. Then the document also proposed not to issue a license to persons who did not submit documents on military registration. In addition, the bill envisaged a ban on obtaining weapons for ten years after obtaining Russian citizenship. In February 2024, the State Duma rejected the project in the first reading.
