The Codification Council criticized the initiative to give gas workers access to apartments

The Russian Presidential Council for the Codification and Improvement of Civil Legislation opposed amendments to the Housing Code, according to which gas workers must have mandatory access to equipment inside apartments. In the draft expert opinion, which we have read “Vedomosti”it is said that the bill cannot be supported “for reasons of principle.”

According to bill, which was submitted to the State Duma on February 14, the homeowner must provide access to the in-house gas equipment for employees of a specialized organization so that they can carry out the necessary work. If the tenant refuses, the organization may demand access through legal action.

The decision of the codification council states that none of the proposals in the bill can be unconditionally supported. According to experts, the current legislation contains a system of norms regulating the situation with the exclusion of service employees from gas equipment.

As stated in the council’s conclusion, providing access to residential premises “beyond the will of the citizens legally residing in it” can hardly be justified due to the “selective list of purposes.” According to the Housing Code, it is possible to enter a home only to save people’s lives and ensure safety in emergency situations, natural disasters, as well as to detain those suspected of committing crimes.

Co-author of the bill Sergei Pakhomov told Vedomosti that the council had not received any official documents from the State Duma committee. At the same time, according to him, the deputies will take into account all conclusions, ideas and proposals in further work on the document.

In July 2023 to the State Duma contributed a bill to tighten fines for refusing to allow gas service employees to go home with 1-2 thousand rubles. up to 5–10 thousand rubles. On December 5, the draft was adopted in the first reading.
