Let us remind you that plans to check OSAGO in automatic mode have been discussed for more than five years. In 2019, insurers, together with the traffic police and the traffic police of Moscow, conducted an experiment using traffic cameras to send notification letters to violators about the absence of a policy, but they did not switch to sending out fines (800 rubles).

The main problem that prevented the introduction of automatic fixing has been resolved, President of the Russian Union of Motor Insurers (RSA) Evgeny Ufimtsev assured yesterday: the automated information system (AIS) of the RSA has been modernized, the information in it has been “cleaned” and verified (duplicate entries about vehicles have been excluded, in particular) ). The Union of Motor Insurers is ready to ship a copy of its database with records of 40 million vehicles to the traffic police every month, Yevgeny Ufimtsev said. The State Traffic Inspectorate will be able to check whether violators of traffic rules (annually, about 700,000 cars across the country are recorded in this way by the complexes) have an OSAGO policy. Ten days later, a re-check is carried out (it is assumed that during this period the car owner could purchase a policy), and then a sanction is applied. The PCA expects that approximately 70,000 non-OSAGO offenders will be identified across the country every day.

A number of issues have not yet been resolved, Evgeny Ufimtsev explained, therefore, under the auspices of the Bank of Russia, a working group has been created, which included, among other things, representatives of the traffic police. Fines for the lack of OSAGO will be sent once a day, regardless of the number of violations committed by the driver. It has not yet been decided whether it is necessary to amend the Code of Administrative Offenses for this, Evgeny Ufimtsev explained: this will be determined by the working group.

“The decision on the possibility of checking the implementation of the law on OSAGO using traffic cameras does not fall within the competence of the regulator,” Kommersant was told in the press service of the Central Bank. “However, increasing the level of protection of the interests of conscientious road users is in the focus of constant attention of the Bank of Russia. With our participation, a working group is being created to comprehensively study the issues of monitoring existing OSAGO policies and ensuring that all road users have them.”

The connection of the Central Bank to the project is also due to the fact that AIS OSAGO is being transferred to the jurisdiction of the Bank of Russia, a Kommersant source says: a corresponding law has already been adopted, which will come into force in stages in 2024. The working group, according to Kommersant, will be headed by Deputy Chairman of the Central Bank Philip Gabunia.

Insurers do not name the timing of the launch of innovations. In January, the RSA and the traffic police, said Vladimir Kuzin, deputy head of the department, discussed “issues of a legal and organizational nature related to the use of special technical means operating in automatic mode.”

But this will not happen until the end of 2023: the finalization of any information systems of the Ministry of Internal Affairs within the framework of the state defense order requires a large number of approvals. It will take at least six months to work from the moment the contract is signed, the source suggests. According to him, the Ministry of Internal Affairs believes that it is necessary to check not only violators, but all passing vehicles. The PCA is ready, Evgeny Ufimtsev says, but it is better to do it at the second stage.
