The best inspector at a construction site has been named: “The evil grandmother who writes to the president”

By 2024, a third of Russian residents should take an active part in creating projects for courtyards, streets and squares. This plan was announced by the Ministry of Construction at a round table in the State Duma on “participatory design” on Monday. However, there is still a problem – people cannot agree among themselves what to build in the yard: a bench, a statue or a swing.

Legislation in the field of designing a comfortable urban environment needs to be adjusted, believes deputy Oleg Leonov (New People faction). Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services Svetlana Razvorotneva (United Russia), in turn, notes that the goals of creating a comfortable urban environment are not only high-quality improvement, but also the involvement of citizens.

Meanwhile, according to the survey results demonstrated at the round table, 90% of Muscovites do not know that they can take part in the improvement project. And 48% of citizens are dissatisfied with the result. Experts note that residents often do not know the basics of design and do not understand what, for example, a small architectural form is. As a result, active citizens often demand the impossible from architects, and also cannot agree among themselves. To prevent participatory design from turning into a bazaar, experts suggest conducting online and offline seminars for ordinary people who do not have knowledge in the field of architecture, but want to take part in creating a new look for their native area. Another proposal is to establish a mediator position in municipalities. Such a specialist will take upon himself the resolution of conflicts between the “participants” of the project.

Experts from the Ministry of Construction of the Russian Federation plan that by next year approximately a third of Russians will be involved in participatory design.

– People are external controllers. No one will stand over the workers with a stick like the evil grandmother from the entrance. She will immediately begin writing to the president. The workers understand this, so they work conscientiously, noted Jemal Surmanidze, a representative of the project directorate of the Ministry of Construction.
