The Voronezh Mayor’s Office ordered the heads of managing organizations to prepare the basements of apartment buildings “to be ready to receive the population hiding from conventional means of destruction.” The text of the officials’ appeal was published by the municipal publication “Gorkom”. The head of the local HOA confirmed the receipt of the document to Kommersant.

The appeal states that the work must be completed within 30 days. In particular, it is necessary to equip basements with lighting, remove garbage and objects that prevent people from being inside. The mayor’s office asked the heads of management companies to report weekly on the work done. In case of non-fulfillment of the necessary measures, officials promised to contact the housing inspectorate and the prosecutor’s office.

The mayor’s office of Voronezh called such an appeal typical: “The basements fixed as shelters are checked annually.” Officials noted that such work makes it possible to identify cluttered basements.

Previously, the authorities of another region bordering Ukraine – the Belgorod region preoccupied the condition of the basements of houses and information about access to them. Unlike Voronezh, the regional center there survived the consequences of shelling from Ukraine. During the preparation of a report on the state of basements, officials suggested that residents of houses without basements, in the event of an emergency, take refuge in the premises of shopping and office centers, as well as in underground parking lots.
