The adopted amendments allow concluding a contract with the Ministry of Defense immediately after school

One of the amendments, adopted yesterday by the State Duma and approved today by the Federation Council, on the creation of a unified register of persons liable for military service, electronic subpoenas and new restrictions for failing to appear on them, allows adults to enter into a contract for military service immediately after graduation.

In published in the Duma database billin particular, one of the paragraphs of the Federal Law “On military duty and military service” is recognized as invalid, which is amended.

In this paragraph, it was said earlier that a contract for military service is entitled to be concluded by conscripted servicemen who received higher education before conscription, as well as conscripted military servicemen who have served for at least three months. The requirement for secondary vocational education is also abolished.

Such an amendment was introduced already in June 2022. At the end of May of the same year, Russian President Vladimir Putin signed a law abolishing the upper age limit for the conclusion of the first contract for military service. According to amendments to the law “On military duty and military service”, the Russians will be able to enter into the first contract for service at any age. Before that, there was a restriction – from 18 to 40 years for Russian citizens and from 18 to 30 years for foreign citizens.

The day before, April 11, the State Duma accepted in three readings at once, amendments on the creation of a unified register of persons liable for military service, electronic subpoenas and new restrictions for non-appearance of them in the military registration and enlistment office. 394 deputies voted “for”, one of 450 abstained. After approval by the Federation Council, the bill will go to the president for signature.

According to the amendments, citizens will not be able to leave Russia from the moment they receive the summons until they appear at the military registration and enlistment office. Also, in case of failure to appear, a ban on state registration as an individual entrepreneur, deprivation of the ability to drive a vehicle, conclude real estate transactions, etc. may threaten.
