Tatarstan proposes to license migrant employment activities

The State Council of Tatarstan has developed amendments to the federal law “On licensing of certain types of activities.” According to the deputies of the republic, it is necessary to introduce special permits for the work of recruitment agencies that employ foreign citizens in the Russian Federation.

“After January 1, 2026, carrying out this activity without a license is not allowed,” says the State Council bill (available to Kommersant).

The bill has been sent for preliminary consideration to the Council of Legislators at the Federal Assembly of the Russian Federation. “Right now it’s just the supply level. The relevant committee is waiting for the reaction of the council of legislators,” the press service of the State Council told Kommersant.

The initiative has already received a preliminary conclusion from the State Duma Committee on Property, Land and Property Relations. Its chairman Sergei Gavrilov (Communist Party of the Russian Federation) considered the bill insufficiently developed. He pointed out that migrants who obtain work permits illegally “prefer to deal with representatives of semi-criminal structures of national diasporas conducting shadow business in the labor market.” They do not turn to official recruitment agencies for help, the parliamentarian noted.

Previously, the State Council of Tatarstan offered oblige enterprises to report to the authorities the facts of payment of foreign workers, as well as the amount of their wages. Tatarstan deputies believe that such a norm will protect foreign citizens from violating the law. As an example in the explanatory note, they cited protests and strikes by migrants due to non-payment of promised money. This bill has not yet been considered by the Council of Legislators of the Russian Federation.
