Tatarstan introduced fines of up to 500 thousand rubles for launching drones

The State Council of Tatarstan adopted amendments to the regional Code of Administrative Offenses, establishing fines for the use of drones in the region. The changes were initiated by the Prosecutor of Tatarstan Ildus Nafikov. For unauthorized launch of drones, citizens will be fined 1-4 thousand rubles, officials – 15-40 thousand rubles, legal entities – 200-300 thousand rubles. For a repeated violation, a fine for citizens can amount to 5 thousand rubles, for officials – 40-50 thousand rubles, for organizations – 300-500 thousand rubles.
Sanctions are provided for by the new article of the Code of Administrative Offenses of Tatarstan 2.21 – non-compliance with the requirements of regulatory legal acts of the Republic of Tatarstan, which provide for the implementation of measures within the framework of the regime (basic readiness level).
This regime has been introduced in Tatarstan since October 2022 by decree of Russian President Vladimir Putin, who gave the head of the region additional powers in connection with the Russian special operation in Ukraine. Rustam Minnikhanov, within the framework of this regime, introduced a ban on the use of drones in the republic in November last year. As prosecutor Ildus Nafikov pointed out, earlier there were no sanctions for violating the basic readiness regime in the region. In addition, according to him, there are no such fines in other regions yet.
The ban on the use of drones was introduced by more than 60 heads of the constituent entities of the Russian Federation. Special regimes have been announced in all regions of the Russian Federation: the average level of response, the level of high alert and the level of basic readiness.
The press secretary of the head of Tatarstan, Lilia Galimova, assured Kommersant that now drones are not used at all in Tatarstan: “We are talking about a complete ban.” At the same time, the decree of the head of the republic allows the use of drones by state and municipal authorities, as well as citizens and organizations that have entered into special agreements with officials.
According to the adopted law, protocols under the new article of the Code of Administrative Offenses of Tatarstan can be drawn up by officials of the Ministry of Transport and Roads of the Republic, the Ministry of Ecology and the Ministry of Emergency Situations of the region. The cases themselves will be considered by world courts. Ildus Nafikov said that the introduction of fines would help “minimize the risks of potential threats to facilities on the territory of the republic.”
