The procedure for the inspection of a passenger car from January 1, 2023 will rise in price by an average of 57%, Kommersant calculated. The FAS order to calculate the marginal tariffs for maintenance, which are set for each subject by regional authorities, began to operate in October. The previous pricing methodology (adopted in 2012) has been criticized by industry participants in recent years: the low marginal tariff, they said, did not allow them to make a profit and develop their business. The new rules provide for constant updating of pricing: the region asks operators for information on expenses (wage fund, equipment repairs, etc.), calculating the figure for the next year. If the data is sent by less than 50% of the companies operating in the market, officials index the tariff to the level of inflation. At the same time, maintenance prices cannot be lower than 913 rubles. for passenger cars, 321 rubles. for motorcycles, 1.56–1.88 thousand rubles. for buses, 0.9–1.96 thousand rubles. for trucks.
Tariffs must be approved no later than December 20, according to the FAS order. An analysis of published documents for 45 regions by Kommersant shows that, on average, prices will increase by 57% for maintenance of the most massive category (cars), while most regions raised the tariff to 913 rubles. Such a unanimous result in each subject is explained differently. In Sevastopol (the old price is 559 rubles), the operators calculated the price lower than the FAS minimum, explained, for example, the head of the region, Mikhail Razvozhaev. The Moscow authorities have chosen a tariff of 913 rubles. for passenger cars (the price of 720 rubles has not changed since 2012) “in the interests of citizens,” Kommersant was told in the capital’s department of economics, the actual inflation for ten years was 76%, but prices rise by 22%.

Among the regions where tariffs for passenger cars will grow most significantly are Orel (3 times), Omsk (2.4 times), Orenburg (1.9 times) regions, Khakassia (2 times). The prices will be raised the least in Primorsky Krai (by 3.9%) and the Murmansk Region (by 6%). The most expensive maintenance tariff is planned to be set in St. Petersburg – 1.54 thousand rubles. The Tariff Regulatory Committee of the Saratov Region promised Kommersant that the governor’s decree on prices would be released this week. In the Rostov region, prices will be determined by the end of the year, Kommersant was told in the regional tariff service, but they did not give specific figures, noting only that “the amount of the fee will increase slightly.” For a number of regions, Kommersant could not find confirmed data on plans to revise tariffs, for example, in Chechnya, Adygea, North Ossetia, Bashkiria, and the Voronezh region. The Crimean government told Kommersant that they do not plan to raise prices yet. The authorities, according to Kommersant, are discussing this issue with the Federal Antimonopoly Service, taking into account the difficult situation of carriers due to the depreciation of rolling stock and rising prices for fuel, spare parts and components.
It will be difficult for officials to collect the necessary data from operators: some companies do not even have their own accountant, Igor Volchek, head of the Maintenance Operators Guild at the Moscow Chamber of Commerce and Industry, told Kommersant. The authorities of the Leningrad region, for example, collected information from only 32% of companies. “But we still considered that, taking into account inflation, the tariff in Moscow should have risen to 1.33 thousand rubles. And this is the minimum that would allow the business to somehow exist, – says Mr. Volchek. – And 913 rubles is nothing. For other regions, such a tariff may be suitable, but it is not clear why in Moscow it is lower than in St. Petersburg.” In regions where the tariff has increased less than the inflation rate, the authorities simply did not want to count, says Sergey Zaitsev, head of the Techexpert union. The regions wrote off tariffs from the FAS minimums, without even trying to take into account inflation, and even more so to collect data from operators, Ivan Kekin, head of the technical inspection point in the Krasnoyarsk Territory (operator of Mars LLC), agrees.
The FAS told Kommersant that they were going to analyze the new tariffs in the regions after their final approval. They noted that earlier, after the entry into force of the methodology, they explained the document to the subjects of the federation.
