The Taimyr deputies expressed their “negative assessment” of the draft law adopted by the State Duma on December 21, which gives the regional authorities the opportunity to take control of municipal schools and kindergartens. The authors of the amendments are confident that the changes will serve to introduce “an effective regional model of centralized management in the education system in terms of increasing guarantees for the realization of students’ rights.” Taimyr parliamentarians fear that the initiative, on the contrary, will lead to a loss of controllability of educational institutions, given the regional characteristics: remoteness, dispersion, inaccessibility of settlements from decision-making centers. Officials of the Evenki municipal district neighboring Taimyr also doubt the expediency of transferring the district’s schools and kindergartens to the province.
On December 21, the State Duma immediately adopted in the second and third readings amendments to the law “On Education in the Russian Federation”, initiated by a group of deputies headed by the speaker of the chamber, Vyacheslav Volodin. Explaining the need to give regional authorities the right to take over municipal schools and kindergartens, the authors of the document referred to the lack of uniformity in the quality of education, the decrease in the controllability of the educational system due to “a long chain of control with a concentration of influence at the grassroots level”, the possibility of unbalancing the system due to inconsistent actions of municipal and regional authorities.
“The adoption of the proposed legal norms will create conditions for the introduction of an effective regional model of centralized management in the education system in terms of increasing guarantees for the realization of the rights of students to receive education in basic general education programs,” the explanatory note says. However, as it turned out, representatives of not all regions agree with this interpretation.
Deputies of the Taimyrsky Dolgano-Nenetsky Municipal District (Krasnoyarsk Territory) sent an appeal to the Krasnoyarsk Governor Alexander Uss and the Speaker of the Regional Legislative Assembly Alexei Dodatko, expressing a “negative assessment” of the amendments. “We are afraid of the loss of control over these institutions, given the peculiarities of our municipality: remoteness, dispersal, inaccessibility of villages from the centers of settlements and the district. Transport logistics on the territory of the region is very complicated, air communication is mainly carried out with the majority of settlements and towns, ”the Taimyr deputies said in an appeal. They also note that unstable communication does not allow solving problems everywhere online.
According to the deputies, the transfer of the healthcare sector to the regional level, which took place under the federal law “On the Fundamentals of Protecting the Health of Citizens” of 2011, led to the “enlargement” of medical institutions by reducing a number of functions of district hospitals. In this regard, the district council fears, in particular, the closure of rural and ungraded schools.
If the federal initiative is nevertheless implemented in the Krasnoyarsk Territory, the Taimyr deputies are asked to take into account “the need to apply a different approach to determining the standard: which educational organizations to take to the regional level, and which ones to leave to the municipalities.” They also suggested that the regional authorities “form an adequate procedure in which the municipality will play an important role and have the right to block the relevant transfer decision.”
The deputies of the Legislative Assembly of the Territory believe that the problem of controllability may arise not only in Taimyr, but also in a number of other regions.
“Practice shows that when centralization rises to the very top, municipalities do not know what to do with a collapsed porch, with broken windows, because the subject must do this,” Vera Oskina, chairman of the committee on education and culture, told Kommersant (“ United Russia”).
According to Lyudmila Magomedova (United Russia), the chairman of the Legislative Assembly Committee on the Development of the Northern and Arctic Territories and the Affairs of Indigenous Minorities, the northern territories will “internally oppose” such a reform in education. “They want to put everything under strict control for the effective use of every penny of both the regional and local budgets. But this system of management and control over the work of the same healthcare institutions is so complicated and clumsy that it still causes rejection. Wherever you go, everyone says: “Let’s return the right of municipalities to be responsible for the state of healthcare in their territory,” she told Kommersant.
Olga Shapovalova, head of the education department of the Evenki municipal district neighboring Taimyr, also doubts the advisability of transferring the district’s schools and kindergartens to the province: “There are a lot of problems, and, unfortunately, the region will definitely not be able to solve them. Much needs to be decided at the local level, taking into account the peculiarities of this territory.”
In the Ministry of Education of the Krasnoyarsk Territory, Kommersant did not comment on the situation.
“The norm is not imperative, but only establishes the right of the state authorities of the subjects, if necessary, to revise the regional education management system by redistributing the relevant powers,” Kommersant was told in the press service of the Russian Ministry of Education.
