Supreme Court: insults against officials on the Internet fall under the article of the Criminal Code

The Supreme Court of Russia has clarified that degrading statements about officials on the Internet in connection with their official activities fall under the article of the Criminal Code of the Russian Federation on insulting a representative of power.
“The crime provided for by Article 319 of the Criminal Code of the Russian Federation consists in public humiliation of the honor and dignity of a representative of power, affecting his personal and professional (service) qualities, committed in the performance of or in connection with the performance by the victim of his official duties, expressed in an indecent form,” reads in the plenary session of the Supreme Court project resolution “On some issues of judicial practice in criminal cases on crimes provided for by Articles 317, 318, 319 of the Criminal Code of the Russian Federation”.
A prerequisite for criminal liability for insulting a representative of the authorities in the performance of official duties or in connection with their performance is “the public nature of the relevant illegal actions.”
The crime provided for by Article 319 of the Criminal Code of the Russian Federation is punishable by a fine of up to 40 thousand rubles. or in the amount of the wage or other income of the convicted person for a period of up to three months, or by compulsory work for a term of up to 360 hours, or by corrective labor for a term of up to one year.
