Subsoil of Crimea was left without Ukrainian users

The State Council of the Republic of Crimea (RK) has deprived foreign legal entities of the right to use subsoil, Kommersant was told in the press service of the parliament of the republic. As Vladimir Konstantinov, chairman of the State Council of the Republic of Kazakhstan, explained, the draft law was introduced by the head of the region, Sergei Aksenov, and is designed to bring the provisions of the republican legislation in line with federal norms.
“So, in part 1 of Art. 9 of the Law of the Russian Federation “On Subsoil” amended, according to which subsoil users can be legal entities established in accordance with Russian legislation, as well as individual entrepreneurs who are citizens of the Russian Federation. In this regard, subsoil users who are foreign legal entities, as well as subsoil users who are foreign citizens, lose the right to use subsoil. Appropriate changes are proposed to be made to our republican law “On Subsoil”,” Vladimir Konstantinov noted.
According to him, the provision on granting, without holding an auction, the right to use a subsoil plot of local importance for the exploration and production of common minerals necessary for the construction, reconstruction and overhaul of public railway transport infrastructure facilities is also new.
Recall that Russian President Vladimir Putin signed a law annulling Ukrainian licenses for subsoil in Crimea in 2018. Since then, the right to use subsoil plots located in the Black and Azov Seas has been granted by decision of the Russian government based on the results of an auction.
