State Duma expands list of extremist materials subject to fines

The State Duma immediately adopted in the second and third readings a law that expands the list of extremist materials, the creation and distribution of which faces a fine. About it testify data of the Duma electronic base.

Changes are made to Art. 20.29 of the Code of Administrative Offenses of the Russian Federation, which provides for administrative liability for the distribution of extremist materials included in the list. According to the adopted law, the materials specified in paragraph 3 of Art. 1 of the Federal Law “On counteracting extremist activity”.

Now the works of the leaders of the National Socialist Workers’ Party of Germany and the Fascist Party of Italy, as well as speeches and images of the leaders of organizations and movements declared criminal by the Nuremberg Tribunal, are now banned. In addition, a fine can be obtained for the publication of speeches and images of leaders of organizations that collaborated with such organizations and movements.

For violations of Art. 20.29 of the Code of Administrative Offenses of the Russian Federation provides for a fine of up to 3,000 rubles for citizens. or administrative arrest for up to 15 days. The fine for officials ranges from 2,000 to 5,000 rubles, and for legal entities – from 100,000 to 1 million rubles. or suspension of activities for up to three months.

The bill was submitted to the State Duma on September 16, 2022 by deputies Vasily Piskarev, Ernest Valeev and Anatoly Vyborny. In the first reading it was adopted on December 20.
