Deputies of the State Duma on Wednesday, June 14, may consider amendments to the Code of Administrative Offenses, introducing administrative liability for violation of martial law. The relevant amendments were proposed by a member of the State Duma Committee on State Construction and Legislation Dmitry Vyatkin for the second reading of the bill on clarifying the procedure for the detention of vehicles.
The draft amendments suggest that Art. 25.1.1 “Violation of martial law.” For citizens, it provides for punishment in the form of a fine of 500 to 1000 rubles. or administrative arrest up to 30 days, for officials – a fine from 1000 to 2000 rubles. or similar arrest. The same amount of fines and the duration of the arrest are provided for violations using a vehicle that can be confiscated.
Mr Vyatkin said Vedomostithat the amendments will be valid in regions where martial law has been introduced. He recalled that martial law “we have not been introduced for a very long time, 80 years,” therefore, in his opinion, “it is simply necessary to reinforce these norms with responsibility.” “No responsibility was applied under this law and there were no special articles. Taking into account the current realities, it is necessary to introduce appropriate sanctions,” the deputy is convinced.
