State Duma Deputy Ivanov allowed an increase in crime after the return of people from SVO

State Duma deputy from United Russia Maxim Ivanov allowed an “increase in the crime situation” after the return of people from the war zone in Ukraine. He told the publication about this 74.ru.

“Now somewhere, perhaps, the crime situation will increase. People are returning from SVO. Someone served time, for example. Some of them took the path of correction, while others did not. But residents should have the right to self-defense. Perhaps, in the current realities, people want to be able to handle weapons and, among other things, to defend our homeland,” said Mr. Ivanov.

Thus, the deputy commented on the bill proposing to allow combat veterans to buy rifled and multi-shot weapons without undergoing training and obtaining experience. The member of parliament assessed the initiative positively. However, he noted that he does not know whether the bill will be approved.

Mr. Ivanov suggested that many would say that there are “some post-war syndromes.” “There will be questions in any case, but no one exempted veterans from receiving certificates, from going to a psychiatrist and a narcologist,” he noted.

According to report Prosecutor General of Russia Igor Krasnov, in 2022 the crime situation in the Russian Federation generally remained stable. Moreover, the recorded level of crime has become minimal over the past ten years. At the same time, however, an increase in especially serious crimes was revealed (+9.4%, 124,779) and a high recidivism rate. Last year, almost two thirds of all registered crimes (60.4%) were committed by persons who had already violated the law.

Analysts of the “To Be Precise” project, having analyzed data from the legal statistics portal of the Prosecutor General’s Office, attribute the decrease in crime in 2022 to the fact that “several hundred thousand young men have been taken out of everyday life.” In August 2023, the To Be Precise project, based on publicly available information, presented its rating of the criminal well-being of Russian regions, as well as a comprehensive analysis of the state of crime. Researchers fear that they will not be able to continue collecting data since the Prosecutor General’s Office stopped publishing statistics on January 1, 2023. However, on August 16, the Ministry of Internal Affairs published its data for the first seven months of 2023, from which it also follows that the number of crimes in Russia during this period was 2.3% less than in the same period last year.
