State Duma Committee rejects amendments criminalizing LGBT propaganda

The State Duma Committee on State Construction and Legislation did not support the amendments on the introduction of criminal liability for repeated violations for propaganda of LGBT people and pedophilia. Earlier, deputies from the Communist Party of the Russian Federation and SRZP proposed to establish in the bill a punishment for such propaganda, providing for imprisonment for a term of one to five years.
State Duma deputies Nina Ostanina (KPRF) and Nikolai Burlyaev (SRZP) came up with the initiative on criminal punishment. Scheduled dates:
- up to a year in case of repeated violation of the ban on LGBT propaganda;
- up to two years in case of repeated violation of the law using the media;
- up to three years in case of repeated violation of the prohibition among minors;
- up to two years for repeated violation of the ban on propaganda of pedophilia;
- up to five years for violating the prohibition of promoting pedophilia using the media.
Also, the State Duma Committee on State Construction rejected the amendments on the introduction of administrative responsibility for LGBT propaganda in computer games. The fine ranged from several hundred thousand rubles to 5 million rubles.
The version of the draft, prepared for the second reading, establishes a fine of up to 5 million rubles. for LGBT propaganda among all citizens, up to 10 million rubles. for promoting pedophilia. In addition, according to the draft, the punishment will extend to the promotion of gender reassignment: it will face a fine of 50 thousand to 1 million rubles.
Alexander Khinshtein during the meeting said that in general, 31 amendments were received to the bill, 11 of which the committee recommends for adoption, his words are quoted RTVI.
On October 27, the State Duma unanimously adopted in the first reading a bill banning the promotion of non-traditional sexual relations in Russia, including in the media, the Internet, advertising, literature and cinema. The bill drew criticism from the media industry. In particular, book publishers are afraid of a slowdown in the release of books due to the fact that all published works will have to be monitored for propaganda.
