State Duma in the second and third readings accepted the stray animal law, which prohibits self-walking of pets (including dogs and cats).
In the near future, the document will be sent for approval to the Federation Council, after which it will be signed by Russian President Vladimir Putin.
“When walking pets, the possibility of their free, uncontrolled movement outside special places permitted by local governments for their walking is excluded,” the press service of the State Duma of Russia said in a statement.
Presenting the bill in the Duma at the stages of the second and third readings, Vladimir Burmatov, the first deputy chairman of the profile committee on ecology, called the resulting text “very balanced.” He also said that seven initiatives were rejected, which one way or another suggested the introduction of the concept of euthanasia into the text of the federal law.
Earlier, a State Duma deputy from United Russia proposed equating self-walking dogs with throwing them out into the street, for which pet owners would face a fine in the amount of the minimum wage, but this proposal was not supported by the rest of the parliamentarians.
