Sobyanin told how to make Moscow “the coolest, best city in the world”

Creation of a high-quality urban environment, development of education and healthcare, housing renovation program and digital transformation. Moscow Mayor Sergei Sobyanin named these promising areas for Moscow’s development in his speech at the Moscow Urban Forum. The mayor stressed that such a number of metro stations, as in the last decade, were not built either under Joseph Stalin or in the post-Soviet period, and “in terms of the level of provision of electronic services”, Moscow took first place in the UN rating. This is how highly the Russian capital was valued at the UN in 2018, in the next two ratings, Moscow took sixth and fifth places, respectively.

Mr. Sobyanin spoke about the main directions of the development of the capital at the Moscow Urban Forum. “The Moscow project is about how to make our city the coolest, best city in the world,” the mayor said. He referred to the creation of a high-quality urban environment, the development of education, healthcare, culture and sports, the social protection system for Muscovites, the housing renovation program and digital transformation as promising areas for the development of the metropolis. Sergey Sobyanin especially mentioned the “transport frame” of Moscow, which has been intensively transformed over the past decade.

“The task is inconceivable in its scale, unsolvable, but we solved it,” the mayor said, mentioning the 54-kilometer MCC ring, a 68-kilometer high-speed diameter and ten commuter train routes, eight of which were reconstructed as part of the central diameters project.

“No one in the world has been able to implement such projects in such a short time,” he added. Speaking about the subway, Mr. Sobyanin made it clear that over the past decade, “such a number of stations have been built that were not built either during the time of Stalin, or Khrushchev, or Brezhnev, or in the post-Soviet period.”

Earlier, City Vice Mayor Maxim Liksutov said that since 2011, 107 new metro and MCC stations have been opened in Moscow. It should be noted that in 2012-2020, construction was carried out in accordance with the Moscow Government Decree 194-PP, approving the list of subway construction projects.

• During this period, 54 stations and more than 177 km of tracks were commissioned in Moscow.

Now the construction is being carried out according to the targeted investment program for 2022-2025 (approved by the Decree of the Moscow Government No. 2195).

In June 2023, Mr. Sobyanin already presented a document on plans for the development of Moscow until 2030 – in fact, his election platform (the election of the capital’s mayor will be held in September, in addition to the current mayor nominated by United Russia, four more candidates from other parliamentary parties participate in them) . By tradition, the countdown in the document began in 2010, when Sergei Sobyanin first became the mayor of Moscow. Since that time, more than 500 new schools and kindergartens, 125 clinics, 1.2 thousand km of roads and 118 million square meters have appeared in the capital. m of real estate, stated in the document. In the future, the citizens were promised a “renewed healthcare framework”, personalization of education and treatment, 70 new subway and MCD stations, 350 km of new roads, replacement of all buses with electric buses, as well as an even more tangible reduction in the crime rate (see “Kommersant” dated June 10).

At the Moscow Urban Forum, Mr. Sobyanin called the topic of digital transformation one of the directions for the development of the metropolis. According to the mayor, the Russian capital has taken first place in the UN rating “for the provision of electronic services in the world.” “According to the UN, not my version, Moscow is number one in the world,” he added. We are talking about the E-Government Survey rating, for which UN experts analyze the world’s megacities every two years according to several dozen indicators (including the content of the municipality’s website, the provision of content and services, and the involvement of citizens). In 2018, Moscow really took first place in the ranking, beating London, Paris, Sydney and Rome. But since then, two more UN studies have been released, based on an expanded list of indicators (from 40 to 86 criteria). In these ratings, Moscow’s “local online services index” was also highly rated: in 2020, the Russian capital took sixth place, in 2022 – fifth, and Dubai, New York and Paris were put on the same level with Moscow in the UN.
