25-year-old Tatyana Ustinova lives in the city of Bakal, Chelyabinsk Region. She is an orphan. One is raising a minor daughter. In 2018, she was provided with housing – 28.2 square meters in a small family – this is the name of apartment buildings, consisting of a large number of one-room apartments of a small area. The house turned out to be cold, with mold, with bugs and cracks.

And Tatyana unleashed a war with officials.

We recorded her story in the first person.

“I signed the consent, so live”

“In 2018, our Satka Administration provided me with housing as an orphan. Dormitory type house, walk-through yard. Who is not too lazy to go: drug addicts, drunks. Fires happen frequently.

I initially refused. But in the department of social protection of the population they made me understand: either you agree to a small family, or you get nothing. The viewing of the apartment took place in a hurry, I did not have time to properly assess the condition of the housing. I signed the documents. I was warned that the debts of the previous owners hang on that apartment, but I have nothing to worry about, the debts will be removed through the court. I believed.

When I moved in, it turned out that there was no heating in the apartment. I turned on the faucet in the kitchen, the water did not flow, it turned out that the plumbing was broken. I called social security: the plumbing does not work, there is no heating, what’s the matter? They answered me: you signed the document, which means you agree with everything. Nevertheless, they helped to solve the problem with heating.

But in December it got cold again. The child is dead. I thought the apartment would warm up and heat would come.

The year 2019 has come. In the summer I repaired the ceiling, floor, walls. When I took off the wallpaper in the kitchen, I saw a crack in the entire wall. I called Social Security again. And I heard: you signed the consent to the apartment, do everything yourself. As a result, I covered the cracks, glued the wallpaper. Receipts with other people’s debts for the apartment still came to me. Complained to local media. After that, people from the criminal investigation department came to me, presented their certificates: “What are you complaining about the administration about debts on the Internet? Go to court, but you don’t have to complain on the Internet.” They asked me to sign on some piece of paper that I would no longer complain.

I described this situation on my social network. Our administration denied it, they said that they had nothing to do with it.

In the fall of 2019 things got worse. The wallpaper has turned black.

In winter, the apartment got colder. I really couldn’t bathe my 2-year-old daughter. The child developed bronchitis, was in the hospital.

The year 2020 has come. Everything in the apartment is old. Wrote complaints to all authorities. They came from social security, took a picture of the apartment and again: you yourself agreed to this apartment, so sort it out. I replied that I had done the repair, but the wallpaper had turned black, dripping from the ceiling. When I reminded them of other people’s debts, they brushed it off: stop complaining.

In the winter of 2020, the radiators in the apartment were heated, but there was no heat. It was blowing into the room from the ventilation. My daughter continued to get sick.

2021 Nothing changed. I thought what to do, where to complain, where to seek justice? I wrote to the investigative committee for the Chelyabinsk region. My appeal was lowered to the UK in the city of Satka. I gave evidence, told about the apartment. Came from the state housing inspection. Found fungus, mold and cracks. But they said that I made the cracks myself. True, they agreed that instead of a roof over my apartment, there were only patches.

In December, they cleaned the wall for me, removed the fungus and mold. The management company asked me to sign a paper that they put my apartment in order.

In January 2022, a black spot appeared on the wall again. I no longer asked for repairs, but demanded the district administration to provide me with other housing. She referred to the fact that I was deceived when they gave me to sign consent to this apartment.

I turned to the head of our urban settlement. He came to my house. “I’ll help you, there will be other housing, but you have to wait,” he promised.

But things did not go beyond words.

I turned to the investigative committee of the city of Satka. They shrugged their hands: we don’t give out apartments just like that. They offered to conduct an examination and find out what was wrong with housing.

In March 2022, an examination was carried out.

A month later, I learned the results of the examination: the apartment is suitable for living, although there are violations – the external seams must be sealed, heat comes out from there, there are traces of fungus, there are cracks. But you can live.

I am again in the investigative committee with a demand to conduct a new examination. I wrote to the head of the Investigative Committee of the Russian Federation, Alexander Bastrykin. He took my appeal under his personal control. The head of the investigative department for our region came to me. He confirmed that there are problems, but they cannot relocate me.

I went to court to conduct a new examination. The court took my side. There are no test results yet.”

“Why is this with us?”

Tatyana’s neighbor, 71-year-old labor veteran Nikolai Chernenko, has been waiting for resettlement for 40 years. He put his story into writing.

“I was moved to this house in the early 80s. Even then, the commission recognized that the house was in disrepair. They said: people need to be relocated before it gets crushed. True, I never saw the act of resettlement.

The little family initially had many problems. There is mold in the rooms, bed bugs in the basement, cracks in the corridors. We made repairs, but the apartment is cold, 16 degrees. An employee of the Criminal Code decided that eurowindows were to blame. But she tells everyone that. Because of my complaints, I am constantly threatened with lawsuits. Out of nerves, my wife had a stroke. Yes, and I am a disabled person of the second group, I have oncology.

I applied to the prosecutor’s office of the city of Satka, to the district administration, but they did not help me.

I am a labor veteran, how much longer do I have to wait for relocation? I have been waiting for 40 years.

Now orphans are settled in this house. I met Tatyana, she is a poor fellow, she also suffers. I was present at her trial, told about our house, but they did not hear me. In the next entrance, they also allocated an apartment to an orphan, but she does not live there.

It’s very sad that they do this. Why is this with us?”

“I’m tired”

How much longer will it take the residents of the house to break through the wall built by the officials?

You have no idea how tired I am of this. I just asked for safe housing, and what it resulted in, – says Tatyana Ustinova. – I can’t prove anything. I don’t understand why the administration buys apartments for orphans in a troubled little family. After all, they give us money. I’m not the only one here, but the rest are silent, afraid. In the Satka district, other orphans were also given apartments in an emergency building. They fought for 5 years for resettlement. They succeeded.

I want Putin to hear me. 10 appeals sent to the president. I started writing in 2019. Then she got tired and began to simply write: to the Kremlin. There is no sense, complaints go down.

She sent complaints to the Prosecutor General’s Office in Moscow. They also sent a letter to our prosecutor’s office.

A Just Russia deputy promised to help. But for now, silence.

Tatyana wrote to the governor of the region on the social network. The decision of the commission was sent to her: “The sanitary condition of the residential premises is satisfactory, meets the technical requirements for the functional characteristics of the residential premises, and is suitable for redistribution to a person from among orphans and children left without parental care.”

Ustinova throws up her hands: “How can I prove that the house is in disrepair if the examination recognizes the house with cracks as suitable?”
