From January to October 2023, the number of people admitted to Russian citizenship decreased by 46.6% (317.8 thousand), according to data from the Russian Ministry of Internal Affairs. In January-October 2022, 595.3 thousand people received Russian citizenship. For the same period in 2021 – 609.9 thousand. The department explained that the decrease in the number of registration of new citizenships is associated with last year’s inclusion of four new regions into Russia, as well as with the simplification of the procedure for acquiring citizenship for citizens of Ukraine.
According to statistics from the Ministry of Internal Affairs, cited by TASS, the number of government services provided to consider applications for refugee status or temporary asylum in Russia decreased by 93.8% (5.9 thousand). The department also cited simplification of the procedure for acquiring Russian citizenship for Ukrainian citizens and work on documenting citizens in new territories as the reason for the decline in indicators.
Number of services for issuing and replacing internal passports in January—October increased by 30.3%, from 6.2 million to 8 million. The figures increased due to requests from residents of the Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions.
In April 2019, Russian President Vladimir Putin signed a decree allowing residents of the DPR and LPR to obtain Russian citizenship in a simplified manner. July 11, 2022 simplified procedure for obtaining Russian citizenship was distributed for all residents of Ukraine.
In the first quarter of 2023, 106,320 people received Russian passports (for the same period in 2022 – 141,663 people). About 97% of those who received citizenship in the first quarter of 2023 are from the republics of the former USSR. At the same time, natives of Belarus, Azerbaijan, Kazakhstan and Georgia have become noticeably less likely to apply for a Russian passport. Significantly more requests came from residents of Tajikistan, Kyrgyzstan and Turkmenistan.
