This is stated in the response of the Ministry of Justice to the parliamentary request of Tinatin Bokuchava, a member of parliament from Mikheil Saakashvili’s opposition party “United National Movement”.

A significant number of individual entrepreneurs (IP) are associated with a preferential tax regime: according to Georgian legislation, “small enterprises,” including individual entrepreneurs, can pay only 1% tax per year on income up to 100 thousand lari ($38.61 thousand).
After the start of a special military operation in Ukraine, from 60 thousand to 100 thousand Russian citizens came to Georgia from Russia for permanent residence. More precise figures are unknown, as many Russians prefer not to register and live for 12 months as tourists rather than residents. Moreover, the liberal legislation adopted in Georgia in 2005, during the presidency of Mikheil Saakashvili, does not require foreigners to pre-register to do business and create enterprises. All they need to do is get a taxpayer number.
Largely thanks to the activity of Russians in business and in the real estate market, economic growth in Georgia amounted to 10.1% in 2022 and 7% since the beginning of this year.
